There have always been questions over who controls cooperative banks in India, states or the Centre. The ordinance empowers RBI to intervene in failing banks.
The govt decision assumes significance amid lakhs of depositors facing problems after a scam in the multi-state Punjab and Maharashtra Cooperative Banks.
The last time this matter flared up was when Delhi Chief Minister Rekha Gupta, in a very similar directive in April, called for the relocation of stray dogs in the capital.
Finance ministry says the proposed revamp will focus on structural reforms, rate rationalisation & ease of living, & will be deliberated upon in the coming weeks.

What if the ordinance/law of dual control made ineffective by unscrupulous by making co-op Banks useless and start society’s under state control. It is a possibility.
This article is based on some trivial implication of otherwise a long awaited reform in the Banking sector. In fact, cooperative banks should be ideally closed down and converted into regular banks once for all. Similarly, cooperative sugar mills needed to be closed down or we need reforms in sugar policy that decontrols sugar production completely. In fact, India should not produce so much of sugar and rather import it and use the sugar cane for ethanol or use land for some other less water guzzling crop; it will be far more efficient. Of course, if all agriculture subsidies are merged into DBT, many issues relating to agriculture would vanish. All of these are common sense issues and have been pending for years as they have been blocked by the politicians due to their vested interest.

Devendra Fadnavis government carried on with the same policy. It has been overturned by the Uddhav Thackeray regime. The state government has now given guarantee for loans worth Rs 80 crore to two sugar mills in Sholapur and Pune, patronised by an NCP and a Congress MLA, says MVA insiders”
