So today the situation is that at least 50 % of troops actually deployed in the operational areas purchases the shoes and other items field kit from the market in place like Dehradun and Gopinath blazer Delhi. Interestingly before I hung my boots ( not the Ordinance issue) in the year 2002 happened to be posted at Shajahanpur and saw how cloathings for the defence forces was being made by the O C F Shajahanpur. To meet the requirement of combat dress of Army the OCF had acquired some old unused store sheds of FCI next to the railway station. To meet the target laid down all sort of local people had been employed to stitch combat dress for the army. It was a big surprise to me to see a combat trouser being stitched there were between 05 to 06 feet long . To refit it one had to shorten it by two to two and half feet. So this is how our ord factories work. To say that the design of army dress or combat equipment is designed by army is factually wrong . The Army only give its requirements and carries out user trials . Onec the item gets approved it is the ord factory to ensure the production of quality stuff as per the Q R laid down , not the users.
