New Delhi: A Delhi court has ordered that a non-bailable warrant (NBW) be issued against former Research and Analysis Wing (R&AW) officer Vikash Yadav, for not appearing in court despite “repeated calls”. The matter pertains to the abduction and attempted murder case lodged against Yadav and others on a complaint by a Delhi-based businessman.
The case is being investigated by the Delhi Police Special Cell. The court issued notice to his bail surety under section 491 BNSS (procedure for handling a forfeited bond).
Wanted by FBI in connection with the alleged murder-for-hire plot against Sikh extremist Gurpatwant Singh Pannu, Vikash Yadav was arrested by the Special Cell in 2023, weeks after the US Department of Justice (DoJ) indictment in this case cited his alleged role.
The former R&AW officer earlier cited threats to his life as the reason for not appearing in person for the hearings.
The latest order came after Yadav failed to appear Monday before the Patiala House court hearing the case filed on a complaint by Delhi-based businessman Raj Kumar Walia.
The same order mentions that the release of the passport of Abdullah Khan, co-accused in the case, be extended. Khan’s father has not been keeping well.
“Previously also the applicant/accused has been allowed to travel abroad and he is never reported to have misused the liberty granted. In view of submissions made, extension of release of passport is allowed till NDOH i.e. 17.10.2025, subject to the same terms and conditions mentioned in the order dated 28.05.2025,” the court order notes.
Abdullah, Yadav and the main accused Jalaluddin alias Sameer are out on bail in this case.
Earlier, ThePrint reported on investigators zeroing in on a new suspect in the case—Guwahati resident Bikram Gogoi, who filed for anticipatory bail after the Delhi Police Special Cell sent him four notices, asking him to appear before investigators. Gogoi, it is learnt, submitted in his anticipatory bail application that he introduced Jalaluddin to Abdullah.
In the kidnapping and attempted murder case against Yadav and others, the complainant alleged that the former R&AW officer and Abdullah kidnapped and tortured him for ransom in the name of jailed gangster Lawrence Bishnoi.
