Man from Uttar Pradesh breaches security to enter Parliament, taken into custody

Troops from the Central Industrial Security Force (CISF) quickly got hold of the intruder and handed him over to Delhi Police for investigation.

New Delhi: In a breach of security, a man scaled the wall of Parliament complex on Friday morning to gain unauthorised entry into the highly-secured zone in the national capital.

The intruder managed to reach near the Garuda Dwar—one of the six entrances to the main building of Parliament, before troops from the Central Industrial Security Force (CISF) quickly got hold of the intruder.

The suspect, identified as Ram Kumar Bind and aged 19, was taken into custody at around 5.50 am, the CISF spokesperson said.

Sources in the security establishment said that the suspect is from Uttar Pradesh’s Bhadohi district and seems to be “mentally unstable” based on his behaviour during questioning by investigators.

“He wasn’t carrying any bag with him,” one of the sources told ThePrint. The intruder told the investigators that he was on his way home and had gone to the railway station before reaching Parliament, another source said.

This is first such incursion in the Parliament complex after December 2023 when D. Manoranjan and Sagar Sharma jumped from the visitors’ gallery into the Lok Sabha chamber while Parliament was in session and threw a smoke canister. Their two accomplices, Neelam Azad and Amol Shinde, raised slogans outside Parliament before they were taken into custody.

After this incident, the Union government ordered review of security at the complex and handed over security of the entire complex to the CISF.
