New Delhi, Apr 21 (PTI) Delhi Assembly Speaker Vijender Gupta on Tuesday said a museum is being developed within the premises of the House to showcase its institutional journey, while a light and sound programme is also being planned to present to the public its historical evolution.
Gupta said this while welcoming 43 delegates from 18 countries including Bangladesh, Bhutan, Oman, Kenya, Sri Lanka, the Philippines and Tanzania. They are part of the 37th International Training Programme in the Legislative Drafting organised by the Parliamentary Research and Training Institute for Democracies (PRIDE).
Addressing the delegation, Gupta said legislative drafting lies at the core of democratic governance and the strength of a democracy depends on the clarity and precision of its laws.
“The precision of a law determines how effectively it secures rights, ensures accountability and shapes the everyday lives of citizens,” he said.
The speaker added that a “sangrahalaya” (museum) is being developed within the premises to showcase the Assembly’s institutional journey.
Gupta also spoke about the historical significance of the Delhi Assembly building, noting that the structure, built in 1912, had earlier served as the seat of the Imperial Legislative Council and later the Central Legislative Assembly under the Government of India Act, 1919.
He recalled the election of Vitthalbhai Patel as the first Indian president of the Assembly on August 24, 1925, calling it an important assertion of legislative autonomy during colonial rule.
Referring to the presence of Mahatma Gandhi and other national leaders during key deliberations held in the Assembly, Gupta said the institution has served both as a place of governance and as a space where democratic aspirations found expression.
As part of the visit, the delegates toured the Assembly House. A documentary on Vitthalbhai Patel was screened for them, followed by a presentation on the coffee table book Ek Shatabdi Yatra. A copy of the publication was presented to PRIDE Director Rajkumar for the Lok Sabha Library, according to a statement.
He said digitisation of the Assembly library is also underway to improve research access and preserve records.
The speaker said such efforts aim to combine institutional memory with modern governance practices and make the Assembly more accessible and efficient.
Gupta also stressed that legislative drafting is not only a technical exercise but also reflects the core values of democracy, and encouraged participants to exchange best practices and approach law-making with responsibility. PTI SHB SHB KSS KSS
