Mumbai, Jul 20 (PTI) The Maharashtra government has selected Ahmedabad-based Sevadan Arogya Foundation to build, operate and maintain residential facilities for relatives of patients at six government medical colleges and affiliated hospitals under a ‘no-profit, no-loss’ model.
A Government Resolution (GR) issued on Monday said facilities will come up at government medical institutions in Mumbai, Pune, Nagpur, Chhatrapati Sambhajinagar, Kolhapur and Yavatmal.
The government has approved implementation of the project through Sevadan Arogya Foundation, Ahmedabad, on a ‘no-profit, no-loss’ and cost recovery model and authorised execution of a memorandum of understanding (MoU) for the purpose, it said.
“The state will execute an MoU with the Foundation for 49 years. Land required for the project will be leased to the organisation at a nominal annual rent of Re 1 and the lease may be renewed once for a further period of up to 49 years in accordance with the prevailing government policy,” it said.
However, the ownership, possession and control of the land will remain with the Maharashtra government, the GR added.
The GR said the land can be used only for residential facilities meant for patients and their relatives and cannot be transferred, sub-leased or put to any other use.
It said the Foundation will bear the entire capital expenditure, including construction, furnishing, operation, maintenance, security, sanitation, staffing, insurance and statutory compliances, while the government will provide land, administrative support and necessary approvals.
The facilities will offer accommodation, food, security, sanitation and other essential welfare services at reasonable and affordable rates, officials said.
The Foundation has also been directed to submit a detailed project development plan within three months of the MoU coming into force, while construction must be completed within two years of obtaining all statutory permissions, they added.
A district-level joint management committee under the collector or a representative will oversee implementation, monitor compliance with the GR, resolve complaints, review construction progress, recommend user charges and ensure the facilities are used exclusively by relatives of patients admitted to government hospitals.
“After the lease expires or is terminated, the residential facilities, along with all associated assets and infrastructure, will be transferred to the Maharashtra government without any compensation, and the foundation will have no ownership rights or claim over the property thereafter,” the GR emphasised.
