New Delhi: Prime Minister Narendra Modi will inaugurate the newly built Seva Teerth complex, which will house his new office, besides Cabinet Secretariat and National Security Council Secretariat, on Friday.
Kartavya Bhavan-1 & 2, which will house some other central government ministries, will also be inaugurated, the Prime Minister’s Office (PMO) said in an official statement.
Calling the inauguration a “transformative milestone” in India’s administrative governance architecture, the PMO said the move reflects the government’s push towards a modern, efficient and citizen-centric governance ecosystem.
Seva Teerth, according to the statement, will house the PMO, the National Security Council Secretariat and the Cabinet Secretariat—offices that were previously operating from different buildings in the Central Vista area.
Kartavya Bhavan-1 & 2 will accommodate key ministries, including Finance, Defence, Health and Family Welfare, Corporate Affairs, Education, Culture, Law and Justice, Information and Broadcasting, Agriculture and Farmers Welfare, Chemicals and Fertilisers, and Tribal Affairs.
“For decades, many of these ministries functioned from ageing and fragmented infrastructure spread across multiple locations, leading to operational inefficiencies, coordination challenges and rising maintenance costs,” the statement said.
Digitally integrated, green-compliant
The newly constructed complexes aim to address these issues by consolidating administrative functions within integrated, future-ready facilities, the PMO said.
Both Seva Teerth and Kartavya Bhavan-1 & 2 feature digitally integrated offices, structured public interface zones and centralised reception facilities to promote collaboration and seamless governance, it added.
The design is expected to improve citizen engagement and well-being of employees. The buildings are designed in accordance with 4-Star Green Rating for Integrated Habitat Assessment (GRIHA) standards and incorporate renewable energy systems, water conservation measures, waste management solutions and high-performance building envelopes to reduce environmental impact, according to the statement.
They also come with comprehensive safety and security systems, including smart access control, surveillance networks and advanced emergency response infrastructure, ensuring a secure and accessible environment for officials and visitors, it added.
The Seva Teerth and Kartavya Bhavan projects are key components of the larger Central Vista Redevelopment Project, launched in 2019, to modernise the seat of India’s executive, legislature and public spaces. Earlier phases included the new Parliament building (inaugurated in 2023) and the first of the Common Central Secretariat buildings (which were opened in 2025).
