Haryana moves 63 IAS, HCS officers in biggest reshuffle since Nayab Singh Saini govt took office

The most significant changes are at the divisional commissioner level: Geeta Bharti is Commissioner of Hisar Division, while Ravi Prakash Gupta moves to Gurugram.

Gurugram: The Haryana government announced a large-scale bureaucratic reshuffle of 63 officers on Wednesday—21 IAS and 42 HCS officers—with significant changes at the divisional commissioner level.

With 63 officers transferred in a single order, this is one of the largest administrative reshuffles carried out by the Nayab Singh Saini government since it came to power in October 2024, reflecting an intent to inject fresh momentum into a bureaucracy that had seen relatively modest movement in recent months.

Geeta Bharti, a 2005 batch IAS officer who was serving as Secretary in the Home Department, has been posted as Commissioner of Hisar Division—one of the most coveted field postings in the state’s administrative setup.

She replaces Ravi Prakash Gupta (2007), who moves as Commissioner of Gurugram Division while retaining his existing charge of the Urban Estate Department.

Amit Kumar Agrawal (2003), currently holding the Industries & Commerce, Information & Public Relations, and Heritage & Tourism portfolios, gets the additional charge of Member Secretary of the Kurukshetra Development Board without being relieved of his present duties.

Narhari Singh Banger (2011), who was awaiting posting orders, has been placed as Managing Director of CONFED.

Among the 2018 batch, Satbir Singh, who was posted as Additional Deputy Commissioner in Faridabad, gets a twin charge as Director of Fire Services and Chief Executive Officer of Ayushman Bharat Haryana Health Protection Authority.

Vandana Disodia moves to the Home Department as Additional Secretary while also taking over as Managing Director of the Haryana Scheduled Castes Finance & Development Corporation, a slot vacated by Bharti. Satyender Duhan steps into Disodia’s earlier role as Director of Skill Development & Industrial Training.

Jaideep Kumar (2019), who was awaiting posting, is appointed Additional Secretary in the Public Health Engineering Department against a newly created post.

The 2021 batch officer, Lakshit Sareen, posted in Sonipat, moves to Hansi as Additional Deputy Commissioner and is also given charge of District Municipal Commissioner there.

The bulk of the movement involves 2022 and 2023 batch officers, most of whom are being shifted from Sub Divisional Officer postings to Additional Deputy Commissioner roles, a standard step up in career progression.

Anjali Shrotriya (2022) moves from Gohana to Faridabad as Additional Deputy Commissioner. Ankit Kumar Chouksey (2022) goes to Panipat in the same capacity. Arpit Sangal (2022) is posted as Additional Deputy Commissioner, Sirsa, and also handed charge of CEO, Zila Parishad, Sirsa.

Shashvat Sangwan (2022), currently Mission Director of Swachh Bharat Mission Urban, gets additional charge of Director of Urban Local Bodies, Special Secretary in the Urban Local Bodies Department, and Mission Director of State Urban Livelihood Mission — during the election duty period of Mukul Kumar (2011).

Jyoti (2022) is transferred from Palwal to Nuh as Additional Deputy Commissioner and is also given charge of CEO, Zila Parishad, Nuh. Utsav Anand (2022) moves from Sampla to Hisar as Additional Deputy Commissioner, while Dr. Rahul Raiya (2022) is posted as Additional Deputy Commissioner, Karnal.

Among the 2023 batch, Ankita Puwar moves from Nuh to Sampla as Sub Divisional Officer. Abhinav Siwach, posted in Bahadurgarh, gets the additional charge of District Municipal Commissioner, Jhajjar.

Kanika Goyal shifts from Mahendragarh to Ambala Cantt as Sub Divisional Officer and is also named Estate Officer for the management of government land in the excised area. Yogesh Saini moves to Mahendragarh as SDO in Goyal’s place, while Ravi Meena takes over as Sub Divisional Officer, Jhajjar.

Forty-two HCS officers of various batches from 2011 to 2023 have also been transferred and posted across districts and departments.
