Bahraich (UP), Jul 29 (PTI) Plans are afoot to implement the fast-track inheritance model of Bahraich district in the state to speed up the process of transferring the land ownership of land-holding farmers to their heirs after their death, enabling the latter to avail the benefits of various government schemes, an official said on Friday.
This process will be fast-tracked via the transfer of ‘Khatuni’ i.e. the land-holding record by the family.
According to the official, the heirs have to face immense problems to get their names registered in ‘Khatauni’ in the event of the death of the landholder because of which the farmers do not get ownership of their land for a long time, even in the absence of any dispute, following which they do not get benefits of various schemes.
To deal with this problem, DM Bahraich Dr. Dinesh Chandra Singh has successfully implemented a new model under which the name of the heir of the deceased is registered in ‘Khatauni’ within a few hours of an online application in inheritance cases. On Wednesday, the DM Dinesh Chandra Singh made a presentation of the aforementioned model and stressed that during the “Undisputed Inheritance Special Campaign” conducted for a period of 13 months and 22 days from July 5, 2021, to July 27, 2022, out of 35,394 applications received online, the names of the heirs of the deceased farmers were registered in ‘Khatauni’ in 31,513 undisputed cases, official information received from the District Information Office said on Friday.
This meeting of commissioners and district magistrates was held under the chairmanship of Chief Secretary Durgashankar Mishra through a video conference.
“Under the special campaign, some cases have been resolved within a few hours of online application, some within 24 hours and some others in a week,” the office said.
Prior to this, out of only 15,698 applications received online in the last 32 months, 12,379 names of the heirs of the undisputed deceased farmers could be registered in the ‘Khatauni’ records.
According to the information office, Chief Secretary Durgashankar Mishra directed other district magistrates of the state to implement the special inheritance campaign in their respective districts taking inspiration from the Bahraich model.
“As soon as the online application is received from a farmer, the Lekhpal (revenue department employee) immediately checks it. The inheritance is entered into the records after getting the report in 24 hours,” Singh told PTI.
Several cases are being resolved within a few hours, some in a couple of days and some others in a maximum of a week, the DM said, adding that in the last year regular monitoring has been done of the action plan with concerned officials. Besides, the lekhpals and revenue inspectors have also been directed to read ‘Khataunis’ by setting up public chaupals in the villages.
“Under the campaign, teams have been set up in the villages to identify the deceased land holders and search for their successors,” the DM added. PTI COR SAB RDT
