New Delhi, Mar 20 (PTI) In a move to reduce the financial burden on property developers and homeowners, the Delhi Jal Board has approved the issuance of provisional NOCs upon payment of 25 per cent of infrastructure charges at the building plan approval stage, officials said on Friday.

Delhi Water Minister Parvesh Sahib Singh said on Friday that the reform is expected to provide relief to lakhs of people whose projects have been delayed due to high upfront payments.

“We were receiving repeated complaints that high IFC (infrastructure functional charge) was stopping people from building their homes. This was neither fair to citizens nor efficient for the system. We decided to fix it with a practical and humane approach,” Singh said.

He added that the system is being reshaped to assist the public rather than forcing them to struggle with procedural hurdles. With the 25 per cent payment, construction can begin under the provisional No Objection Certificate (NOC). The remaining amount will be adjusted later in the billing process.
