New Delhi: Rinku Singh Rahi, a 2022-batch IAS officer, has written three letters to the government seeking support. Calling his move a “request for help” rather than a resignation, Rahi alleged that he was not given work and faced a lack of support within the system.
“This is not a simple resignation, willingly nor out of frustration—I have full faith in the system,” Singh told ThePrint. “But the problem is, there are two systems: a positive system and a parallel system that has evolved. Wherever I am posted, I will have to fight that parallel system, and without support.”
He has sought a ‘technical resignation’ from the IAS, which typically allows an officer to continue in government service rather than exit it.
According to Rahi, fighting the parallel system needs support that is not being given to him.
“Every time you try to work for the positive system, you have to struggle against this parallel system. And unless there is proper support for the positive system, this situation will continue no matter where you are posted,” he said.
Rinku Singh Rahi served as a PCS officer in Uttar Pradesh since 2004, after clearing the Uttar Pradesh Public Service Commission examination. When he was posted as a district social welfare officer in 2008, he exposed corruption in scholarship and pension schemes. And in March 2009, he faced a deadly attack, where he was hit by seven bullets. The attack left him disfigured. He was admitted to the hospital for a month, lost vision in one eye, and his jaw was dislocated.
At the time, Singh wrote three letters requesting that he not be paid his salary as he was not working.
“Kindly take a decision on my request letter dated 29.09.2025 regarding not drawing salary for August and September 2025 under the ‘No Work-No Pay’ principle,” one of the letters read.

‘Not given opportunities to work’
In his letters, Rahi also detailed his postings.
“On my very first day of posting in Shahjahanpur, when I took action on sanitation-related irregularities, I was removed and transferred without being given an opportunity to present my side,” said Rahi.
Rahi also made serious allegations, saying that he faced threats in the previous postings and survived a life-threatening attack that left him with serious injuries, but no action was taken.
He claims he is not being given opportunities to work.
“In the present system, despite willingness to work, I am not being given an opportunity to contribute meaningfully, which makes it difficult to discharge my duties in line with constitutional values,” Rahi added.
Rinku Singh is from Hathras district and qualified for UPSC under the disability quota in 2021. He was posted as an IAS officer in Uttar Pradesh in 2022.
