We seem to be on a learning curve in Year Six. Of all parts of the government, the institutional memory of MEA is possibly the most significant. One reason for that is that our hostility with Pakistan and China remains frozen in time. Each new government needs to both study and value how its predecessors have dealt with / managed these intractable problems. That becomes difficult if the view is that they did nothing except commit historic blunders. 2. On the economy, there is no sign of the well thought out structural reforms that are imperative. The very fact that cheerleaders are using phrases like “ green shoots of recovery “ shows that headline management is still at work.
