  1. How would this be viewed globally. It has become fashionable to disdain western media coverage, but senior diplomats should consider this objectively.

  2. A good principle to follow in such cases would be the one laid down by the Supreme Court in 1962 in the matter of Sedition. A call for violence, the overthrow of the state by force. An imminent danger.
