I think there’s a bigger strategy behind so called Reciprocal Tariffs, which may of attacking the source of funding for Chinese technological developments. It’s well known that exports are the reason for spectacular growth of China in the recent past.

Chinese economy is heavily dependent on exports and plan is to hit where it hurts most

Chinese are becoming stronger every day and will soon surpass US in military and other technologies.

Only way Trump may be thinking for stopping Chinese is to attack its economy, so that funding for technology development will be hit hard. This may provide space to American Firms to regain their long term lead in technology.

As in the case of historical wars, cutting off the rations of enemy used to be  an important strategy, and drying up funding source of Chinese may be a current strategy 

Reciprocal Tariffs may be just a mask and a trap for Chinese to engage in trade war and to help ultimate American cause.

Retaliatory Tariffs from China may be a sign of success for Americans.

There may be a method in so called Madness
