SC ruling, arising from a case filed by Tamil Nadu govt against Governor RN Ravi’s repeated delays, comes as a shot in the arm for non-BJP states like Kerala & Bengal.
The top court urges all Governors to not create roadblocks in the state machinery and respect the will of the people, without giving in to political considerations.
A Bench led by Justice Pardiwala held that a Governor does not have absolute power to sit over bills sent to them by state assembly, deeming R.N. Ravi’s withholding of assent ‘illegal’.
“Did not want to say it aloud. He is defying the Supreme Court of India… those who have advised him have not advised him in accordance with the law,” the Supreme Court remarked.
RN Ravi also said that the address, prepared by DMK govt, contained numerous passages he 'disagreed with on factual and moral grounds', and walked out before national anthem.
In his inaugural address for the year to the House, Ravi said his repeated requests and advice to play the national anthem at the beginning and the end of the address has been ignored.
