TRAI proposes new framework for ground-based broadcasters

New Delhi: The Telecom Regulatory Authority of India (TRAI) has recommended a new regulatory framework for ground-based broadcasters to the Ministry of Information and Broadcasting (MIB). The framework aims to address the evolving technological landscape and enable broadcasters to deliver television channels to distribution platform operators (DPOs) using terrestrial communication technologies, such as cable, fiber, cellular, microwave, Wi-Fi, and the internet, a PIB press release stated.

The current guidelines, issued by MIB in 2022, mandate satellite transmission for TV channel distribution. However, technological advancements have made it possible for broadcasters to utilize terrestrial networks, offering potential benefits in terms of efficiency and flexibility.

In May 2024, MIB requested recommendations from TRAI on a “Regulatory Framework for Ground Based Broadcasters.” TRAI received comments and counter comments during the consultation process. These consultations included an open house discussion held in December 2024.

TRAI’s recommendations propose a framework largely similar to the existing guidelines for satellite broadcasters, adapted to suit the ground-based model. Key features of the proposed framework include:

Scope: Ground-based broadcasters will be primarily responsible for delivering television channels to DPOs for re-transmission.

Technology Choice: Broadcasters will have the freedom to choose any terrestrial communication medium or a combination of technologies to deliver their channels.

Flexibility: Both ground-based and satellite-based broadcasters can switch between their respective primary mediums and the other, subject to government permission.

National Service Area: The framework envisions a national-level service area for ground-based broadcasters.

FAST Channels: MIB will determine the compliance of Free Ad-Supported Streaming Television (FAST) channels with existing guidelines and may issue specific policies in consultation with TRAI.
