New Delhi, Mar 23 (PTI) Trinamool Congress leader in Rajya Sabha Derek O’ Brien on Monday accused the government of not giving “48-hour advance notice” for the proposed introduction of the Central Armed Police Forces (General Administration) Bill, 2026, with the party MPs walking out of the House in protest.
‘The Central Armed Police Forces (General Administration) Bill, 2026’ was listed as part of the agenda of the Rajya Sabha, but was not taken up in the House on Monday.
Raising the issue in the Upper House shortly after 11 am, the TMC leader said that while the CAPF Bill is listed for introduction, members “did not receive 48-hour advance notice”.
“This Bill is under the Home Ministry. The Home Ministry should ensure that this happens in Parliament,” he said.
He also accused the Home Ministry of unleashing an “undeclared Emergency” in West Bengal.
“But currently, the Home Ministry is more interested in imposing an undeclared Emergency in Bengal,” he said.
TMC MPs then staged a walkout from the House over the issue.
The proposed “umbrella” law is being brought in to regulate the recruitment, deputation and promotion of CAPF officers, according to the List of Business issued by the House.
All the CAPFs — Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB) — are governed by their respective Acts.
The rules under these Acts govern the recruitment and conditions of service of Group A General Duty Officers and other officers and members in the CAPFs. PTI AO RT RT
