No policy to regularise outsourced employees: Sukhvinder Sukhu

Shimla, Apr 1 (PTI) The Himachal Pradesh government will not formulate a separate policy for outsourced employees, who have long been demanding job security and permanent contracts, Chief Minister Sukhvinder Singh Sukhu said on Wednesday.

In a written reply to a question raised by BJP MLAs Prakash Rana and Janak Raj, Sukhu said that employees appointed on an outsourced basis are not regular government employees.

As such, the government currently has no plans to formulate a separate policy regarding job security or long-term contracts for such employees, he said.

The chief minister said there are about 13,000 employees currently providing services on an outsourced basis across government departments in the state.

He said the government does not fill regular posts on an outsourced basis, but only certain specific services through a tender, issued under the Himachal Pradesh Financial Rules, 2009.

Guidelines to safeguard the salaries and service conditions of outsourced employees were issued on July 1, 2017 and January 18, 2021.

The guidelines mandate that service provider agencies must disburse employees’ remuneration by the 7th of every month, Sukhu added.

The BJP MLAs also asked for the number of late salary cases concerning such workers registered over the past two years (up to January 31, 2026), and the action taken.
