Chandigarh, Apr 13 (PTI) Haryana Chief Minister Nayab Singh Saini on Monday said the ‘Nari Shakti Vandan Adhiniyam’ represents the vision of a ‘New India’, where the dreams of the nation’s daughters will be fulfilled.
He said that through this Act, women will be brought into the mainstream of decision-making by providing 33 per cent reservation in Parliament and State Assemblies. This law will not only ensure participation but also give women a leadership role in policy-making, he said in Kurukshetra.
He said that Prime Minister Narendra Modi launched the “Beti Bachao, Beti Padhao” campaign in 2015 from Panipat, Haryana. As a result, the sex ratio in Haryana has improved from 871 to 923. When policy and intent are right, positive changes are reflected in society, he said.
About ‘Nari Shakti Vandan Adhiniyam’, he said that this Act is not just a law, but a symbol of the unwavering faith of our mothers and sisters.
Today, daughters of Haryana are bringing glory to the nation in every field, be it sports, education, or defence, he said.
Carrying forward the prime minister’s resolve for women’s empowerment, the State Government is continuously working to provide a safe environment, better education, and equal opportunities for women, he said.
He further stated that the Prime Minister has taken several historic steps to uplift women.
The Sukanya Samriddhi Yojana was also launched by him on January 22, 2015, from Panipat. Under this scheme, over 9.56 lakh Sukanya Samriddhi accounts have been opened in Haryana, he said.
He added that for women’s empowerment, the government has implemented several schemes, such as Lakhpati Didi and Pradhan Mantri Matru Vandana Yojana. Around 10 crore women across the country have been organised into more than 90 lakh Self-Help Groups.
In Haryana, over 6,30,000 women have been linked with more than 63,000 Self-Help Groups.
The state government has also launched the Deendayal Lado Lakshmi Scheme to provide financial and social security to women, under which financial assistance of Rs 2,100 is provided. So far, Rs. 1,038 crore has been distributed to 9,68,000 beneficiaries, he said.
In September 2023, the Parliament passed the ‘Nari Shakti Vandan Adhiniyam’, commonly known as the Women’s Reservation Act, marking a significant step towards enhancing women’s representation in legislative bodies.
The Act provided for the reservation of one-third of seats for women in the Lok Sabha and state legislative Assemblies.
The amendments to the Women’s Reservation Act, when passed, will ensure an increase in the number of Lok Sabha seats to 816, of which 273 will be reserved for women.
The provision to provide 33 per cent reservation to women in the Lok Sabha and state assemblies was brought by amending the Constitution in 2023.
Under the current law, the reservation for women would not have become enforceable before 2034, as it was tied to the completion of the delimitation exercise post 2027 Census.
To implement it from the 2029 Lok Sabha elections, changes were needed in the Nari Shakti Vandan Adhiniyam; hence, the central government is holding a special sitting to pass the amendments to the law. PTI SUN NB NB NB
