Four doctors linked to terror module behind Delhi blast deregistered, barred from practising by NMC

Following FIR and police custody, the National Medical Council has cancelled registrations of the doctors, removing them from national and state rolls.

New Delhi: The National Medical Council (NMC) on Friday cancelled the registrations of four doctors allegedly linked to the Red Fort blast case, barring them from practising until further orders.

The council issued the order in view of the FIR registered under UAPA sections against Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, Dr Muzamil Shakeel and Dr Shaheen Saeed, with immediate effect.

While Muzamil, Adeel and Shaheen are in the custody of the Jammu and Kashmir Police, Muzaffar is believed to have fled India sometime in August this year. They are suspected to have links with a terror module.

In an order issued by Rajiv Sharma, NMC Secretary (in-charge) referred to an FIR against Ahmad, Rather and Shakeel in Srinagar on October 19 and said that they were found to have been involved in the Red Fort blast case on the basis of evidence collected by investigating agencies.

“…such association or conduct is prima facie inconsistent with the standards of ethical propriety, integrity and public trust expected of members of the medical profession and attracts the provisions of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.”

The order further states that exercising its powers, the Jammu & Kashmir Medical Council ordered the cancellation of registration of the three above-mentioned doctors, directing that their names be removed from the Register of Medical Practitioners maintained by the council with immediate effect.

“Consequent upon such removal, the said practitioners shall cease to be entitled to practise medicine or to hold any appointment as medical practitioners till further orders,” the order states.

It further states that, “In view of the notifications dated 13 November 2025 regarding cancellation of registration of the above-mentioned doctors issued by the Jammu & Kashmir Medical Council, their names be removed from the Indian Medical Register (IMR) / National Medical Register (NMR) with immediate effect.”

A similar order has been issued with regards to Dr Shaheen Saeed who was registered with the Uttar Pradesh Medical Council, who has also been removed from the IMR/NMR with immediate effect.
