Delay in Delhi Land Pooling Policy causing hardships to farmers, investors: Cong MP

New Delhi, Mar 23 (PTI) Rajya Sabha Congress MP Neeraj Dangi on Monday urged the government to implement the Land Pooling Policy on a mission mode basis and notify the Delhi Master Plan 2041 at the earliest, citing prolonged delays that have left thousands of landowners in distress.

Raising the issue through a Special Mention in Parliament, the Rajasthan MP said the continued inaction on both fronts was hampering planned urban development in the national capital.

The Delhi Land Pooling Policy, first notified in 2013, was conceived as a reform to enable participatory urban development through voluntary pooling of land by private owners.

However, Dangi said that modifications introduced in 2018, including a reduction in the floor area ratio from 400 to 200 and the mandatory formation of a consortium, had created serious practical difficulties, particularly for small and individual landowners.

“Even after more than a decade since the original notification, the policy remains largely unimplemented,” he said.

The delay, he argued, has inflicted severe hardship on farmers, villagers and middle-class investors who had invested their savings through cooperative and welfare societies in anticipation of affordable housing and planned development. With their land locked and infrastructure stalled, many have been forced into litigation.

Dangi further pointed out that the delay in finalising the Master Plan Delhi 2041 had compounded the crisis, as the document is essential for sector planning and infrastructure rollout. In its absence, implementation of the land pooling policy has effectively come to a standstill.

He called on the government to draw up a clear, time-bound roadmap for mission-mode implementation, rationalise procedural bottlenecks, establish a dedicated institutional mechanism for coordinated execution, and expedite the notification of Master Plan Delhi 2041.
