New Delhi: The National Capital Region Transport Corporation (NCRTC) has awarded a contract to a Chinese company, Shanghai Tunnel Engineering Company Limited, for the construction of a 5.6-kilometre underground stretch, from New Ashok Nagar to Sahibabad, of the Delhi-Meerut RRTS project.

The NCRTC, which is executing the country’s first Regional Rapid Rail Transit System (RRTS), said the contract was awarded following the set procedure and guidelines.

“Approvals have to be taken at various levels for bids that are funded by multilateral agencies. This bid was also awarded following the set procedure and guidelines.

“Now, all the civil work tenders of the 82-km-long Delhi-Ghaziabad-Meerut corridor have been awarded and the construction is going on in full swing to commission the project in time,” an NCRTC spokesperson said.

A controversy had erupted in June last year after the STEC emerged as the lowest bidder for the construction of the 5.6-km tunnel on one of the stretches of the Delhi-Meerut RRTS project amid a standoff between India and China along the Line of Actual Control (LAC) in Ladakh.

The 82-km-long Delhi-Ghaziabad-Meerut RRTS corridor is being funded by the Asian Development Bank (ADB) and procurement is governed by the guidelines of the bank and the government.

According to the ADB’s procurement guidelines, vendors from all member countries of the bank are eligible to participate in the bidding process without any discrimination.

The NCRTC had invited bids for the construction of the tunnel from New Ashok Nagar to Sahibabad of Delhi Ghaziabad Meerut RRTS corridor on November 9, 2019.

Five companies submitted technical bids and all the five bidders qualified in the technical bid evaluation.

The financial bids were opened after obtaining the NOC on Technical Bid Evaluation from the ADB. Of the five firms, Shanghai Tunnel Engineering Company Limited emerged as the L1 bidder for the tender after qualifying on all the parameters and the contract was awarded to it.

In September last year, the Union housing and urban affairs ministry had unveiled the first look of the RRTS train, the design of which is inspired by Delhi’s iconic Lotus Temple. It can attain a top speed of 180 kilometres per hour on the Delhi-Ghaziabad-Meerut corridor.

According to the ministry, with a radiating stainless steel outer body, the aerodynamic RRTS trains will be lightweight and fully air-conditioned.

The Delhi-Ghaziabad-Meerut corridor is the first RRTS corridor being implemented in the country. The time to commute from Delhi to Meerut will be reduced to less than an hour from the current three-four hours by road, officials said.

The prototype is scheduled to roll off the production line in 2022 and will be put into public use after extensive trials.

The 17-km priority corridor of the Delhi-Meerut RRTS from Sahibabad to Duhai will be operational in 2023 and the entire corridor will be operational in 2025.

  1. What a Master Stroke my our great PM. Once told by Mr Trump that Modi jee is an intelligent negotiator. Now he can make Chinese people to work as a labourer to us…

What ever decision modi takes, it will be inter national interest. Such an honest and brave leader is born once in a century. My next votes shall also goes for Modi jee…..

  2. Bad idea, china is very very cheap country ofcourse they will win the bid, their materials are from garbag.
You are providing money to our enemies to kill us, providing money for bullets???????

  3. Let us bleed the company, with all strict rules and regulations, that they will go on loss and never ever step here.
Do not allow any Chinese to come and supervise and work here

  4. Govt must cancel this process and arrest the officials of NRCTC for giving contract to Chinese. Sedition charges applie on them.
If one looks at the middle section of this article, it seems Chinese have started exploiting the loop holes in our laws.

  5. Delhi Metro is also doing under ground work to run Metro. Why they have not being encouraged for this work. Any comment to enlighten issue?

  6. Is his the way to boycott. Allowing million dollar contract. And banning miniscule apps.Security could be majorly compromised in such contracts. Saving few dollars in contract may lead to loss in square kilometres of land. India needs to learn from its vast Chinese experience it’s high time.

  7. To Avoid issue, pls give the contract to China with proper HR conditions forcing them to pay times three of the standard salary to all Indian manpower withoit using Chinese manpower on indian land and also charge them 200 times of custom duty to import components from Any country including china…this will help to put indian hands on work…if Chinese do not agree then better to withdraw the contract and give to India. Firms.

  8. This is defined as “politics”. First show people & army how much you hate the enemy. Then make some martyrs & all the while fill your own pockets with enemies funds. In reality not only Congress & Bjp are one but Pakistan, India & China are all best friends.

  9. There should not double std. Govt should ban Chinese firm tender. There are security concerns, lives of indian soldiers. Ask soldier families and indian families.

  10. This is actually so weird 😐, first you say that ban all the apps and be Atmanirbhar. Why our Indian companies not given these projects? This is a wrong way to convey the message of “Being Atmanirbhar”😑

  11. This contract needs to be cancelled ASAP! How can we give business to China for killing our soldiers???

    • Be reminded, this is being funded by an international agency and if go praying them we have to accept their condition. To cancel project, we need to forego the funding too. If it were fully funded with resources from only India, then we could avoid chinese.

  12. So what is the use of banning chini apps? Painful that chini spoons every walk of life. Govt should stop this contract

  13. Quality of project should be strictly maintained it should not be quick & dirty work that chinese company do.

    • Its the cheaper ADB funding that makes the compulsion. Though we can fund at higher cost, will the users ,our people, are willing to pay higher charges for national pride? Neih. These people used to treat railway as father in laws’s car, will make hue and cry….

  14. Didn’t expect that from Mr. shekhar gupta. Though print have very ridiculo*s writers trying their best to defame india at every possible case but now shekhar gupta too.. that’s pathetic.
Very beautifully knowing that people generally go for mere headlines and not the content, very smoothly u made Asian bank as Chinese’.

  15. What’s wrong giving contract to L1bidder as long as the concerned company having Rich experience in such field. CMRL given contract to local company not having Rich experience is also not correct.

  16. At one point China goods are boycotted and now here – it’s all Chinese affair. Too confusing!

  17. LOL! India is such a sissy country, just no balls. They get money from the ADB yet do not ensure Indian companies get these projects. The future of this shithole country is dark as fuck, one jhumla after another and we would have the same GDP/Capita 50 years down the line as well talking about the same bullshit problems.
    Run away from this country!!

  18. Spineless politicians, if want trade with China then why you are forcing jawans to sacrifice their lives on border with China. Hypocrats.

  19. The tender award information is not present on NCRTS website list on tenders awarded. Should this piece e taken with a pinch of salt then since the spokesperson for NCRTC is not mentioned by name?

  20. That is hidden dark side of Modi govt. China who acquired the portion of ladakh forcibly and killed bhartiya sena got the tender passed by modi govt.

  21. Doing business with China after all this??
And asking citizens to not to buy chinese products…
    What the heck…

  22. Why China? There are several capable Indian firms with necessary competency and international repute for the work!

  23. I don’t understand why govt is seeking help from China. When there’s so many options available out there. Ex Japan. We should boycott everything that are made in China.

  24. China is known to complete any sort of construction projects, particularly civil in record time. It’s quality of construction are unmatchable. Gone are the times when the world joked about cheap Chinese products.
In YouTube, one can just see the HSR, Hydropower, massive Bridges, high rise buildings. There are tons of videos to show China’s supremacy. India needs to acknowledge China, no other way.

  25. Ektaraf kehte hai ki ban Chinese products, aur ek taraf sab bade contract China wale le ja rage hai.. hypocrite government policies

    • Aap paisa world body se lete ho to unka sharat bhi to manna padega. Phir apne paisa se karo, kisi se dhabna na padega.

ADB apna members ko barabar treat karega. Aapas ka dispute ka wo nahi dhekta.

  26. Modiji please take strict action to cancel the contract. We have done our bit by boycotting Chinese phones and apps, now it is the turn of the government.

  27. Boycott Chinese firms. Modiji, please take strict action to cancel this contract. We cannot talk of Atmanirbhar Bharat and have this happening at the same time.

  28. How come a Chinese firm could be awarded, when India had banned so many apps and amidst a move boycott Chinese products

  29. Why wasn’t this contract given to Reliance or any other homegrown Indian firm?
China is causing issues at the borders & this is what the Delhi government does?
    Shameful…!!

  30. that is so weird. fighting a military war with China, yet a Chinese company being awarded a contract to build the railway project. why not give it to Russia, Israel, or the US.?

  31. Why the Indian government is taking the loan from ADB for this project? Many Indian companies have the capability to complete this project.

  32. So much for the brouhaha over boycotting China!!!!!! This is a bad idea. We need to build this technology on our own!!!
