Shimla, Apr 1 (PTI) A bill seeking the disqualification of any person from contesting a panchayat election against whom charges have been framed for serious offences under the NDPS Act, especially the ‘chitta’ or heroin trade, was introduced in the state assembly on Wednesday.

The Himachal Pradesh Panchayati Raj (Amendment) Bill 2026 is aimed at safeguarding the integrity of grassroots democracy by preventing criminal elements from entering Panchayati Raj Institutions.

The bill also introduces stricter disqualification criteria for land encroachment, financial irregularities, and conflicts of interest.

It also seeks to reduce the quorum for gram sabha meetings from half to one-third and for special meetings from two-thirds to half. PTI BPL VN VN
