On day 1, FM will present economic survey, CEA will make his presentation to the Lok Sabha and FM can then explain which part of the recommendations of the Survey are accepted. On day 2, FM will present the plans of the government during the next fiscal year (similar to Part A now). FM will also have a detailed press conference on it by afternoon. Once that is absorbed, FM can just table the details of budgetary allocations, publish them on the day 3 and then come for the conference by afternoon to discuss various allocations. This will make the process less dreary. In any case, many important actions happen outside of the budget (and there is nothing wrong in it). Just keep budget as a statement of receipts and expenditure! So why have a such a big brouhaha about the budget? In any case, once Personal income taxation issues are stabilized, there is hardly any excitement for a common man in the budget; corporate taxes are now a settled territory and GST is anyway outside of budget.
