One of the most important criteria should be feedback from the people who are served by the administration, especially in cases where the government service is the monopoly service provider. Unless we incorporate feedback and suggestion / criticism from the people served, we will have no idea as how exactly the government service is performing. E.g. No promotions or cut in pay for more than 1000 complaints from the people served.
As long as the pay is 20 times well above the per capita income of the country and no way to asses job done, auction and bids for higher posting will continue. All good government who claim to serve the people must focus on this.
