Drastic overhaul of the Civil services is the need of the hour. Modi inspite of the mandate and knowing the issue failed. He reaping the benefits of his indecisiveness, five years of half hearted attempts, no action and policies in knots. All because he believed that his generalists babus will deliver. They have almost finished him. Modi will face electorate in 2019, the bureaucrats will remain where they are-Lord of all they see. The country be damned.
Only that leader will succeed, the one who can rein in the power hungry, corrupt, self serving babus.
Very thought provoking. This malice needs to be corrected for improving health of administration and ushering transparency in governance. But it is easier said than done. Alas, all of us are victims of bureaucratic mechanisations
Highly appreciable thought. Quote a good number of human treasured often perish for the ulterior motives of inefficient scroundel. This nation will progress of things are done aas per the recommendations.
So true sir. I am the scapegoat of such an officer. Loss to the morale and integrity of the victim-officers is irreparable. True insight of the bureaucratic community.

I v seen that even righteous junior officer are also get harrased by higher level burocracy. Where as AIS officers r highly protected. And their couligs protect /help them to crush joiner officers so that non of a junior officer follow righteous path which goes against their interest. V sewn so many AIS officers in the system.
Where domain specialist are governed by a person with different domain, conflict of interest is bound to arise. Above all, conflicting regulation may declare one officer favourable and other officer guilty for the same act. Our democratic society is versatile. Regulation keep changing. Whatever is felt appropriate today may become obsolete tomorrow, which is sufficient to prove the act of predecessors wrongful act. It is clear from the arrest of former Secretary. He was right when he was in chair. He becames culprit after his retirement. He has to defend himself with his own money whereas the other party enjoy Government fund.
