It was collective failure. Prime failure was that of the NSA who had not prepared for such event at all. Secondly it was a RAW failure for not having slightest inkling of an impending event. Finally, the fault lay with PMO for poor coordination amongst key stakeholders at a critical time. Politicians will always act to safeguard against immediately foreseeable consequences especially when inadequacies to respond are apparent to the decision-maker – in this case the PM – who definitely was intelligent enough to know when he was beaten and that circumstances had gotten the better of the system. So, the rational actor model certainly kicked in … once it was apparent that there was absolutely no preparedness to confront any such situation, which had thrown all timing, strategies and tactics totally out of all consideration.
Delay in sending forces to Amritsar was turning point. Govt should trust Punjab police as they were experts in anti terrorism raids. Govt let the plane out of India.
Easier said than done. I am sure if lives were lost due to possible military or police action, you would have been one of the foremost critique of the government. We have the benefit of hindsight.
That govt was similar to Congress in it’s behavior.

To be perfectly honest, no Indian Prime Minister would sacrifice the lives of 160 passengers in such circumstances.
