I don’t think Shri Abhinav IG has said anything which should hurt the ego of so called Direct entry officers. First of all you need to introspect yourself and how you treat your subordinates. Well I don’t think there is a difference between the exam of a SI and AC, yet a young boy joining as SI is treated as if he doesn’t know anything. Whereas, there is lot of difference between a civil services exam and AC exam and yet you want to compare yourself to IPS. Every individual who joins as AC is likely to be promoted by virtue of his joing date irrespective of his competency . In this regard I am of the opinion people shouldn’t be promoted after the rank of 2IC unless they clear an exam (staff course in armed forces) . As you have claimed how come an IPS officer can command armed forces, than you should also be ready to follow what they (armed forces)follow and not everyone becomes General. Officers of CAPF who are crying with pseudo names on social media about better rank and service conditions of IPS officers must be knowing this system when they joined the service. Every service from constable to DG has its role and job cut out. CAPFs are not army. They are not under ministry of defense. They are under home ministry so premier service of IPS has a natural role in their policy making & command posts. There have been numerous exapmles of IPS Officers with outstanding courage and valour but this writer does not seems to belong to that class given his blatantly abrasive state of mind and choice of words. As far as the superiority of IPS cadre officers go, it is clear visible. Just by passing one civil services exam they think of having a superior merit to all the officers of other organization. But the sad reality is that even after converting these Einsteins into officers, the state of our police is worst in the country. This officer above is talking about the state of inspectors and sub inspectors in the CAPF while clearing ignoring the much dreaded state of his own officers shows how much most of these “IPS” officers are living in a wonderland, just like Alice. Today if officers like ADG Sood are taking a stand and are not afraid of the lobby of these so called great IPS and IAS officers lobby, then i think our country is somewhere moving in the right direction. On one side there’s this officer who after serving valiantly for 35 yrs couldn’t become a DG even after having the courage, spirit, mindset and the utmost dream and on the other hand there’s these officers who become DG in 18yrs and are “excellently” leading our police force. Well an IPS officer doesn’t become DG in 18 years it takes 35 years of service for an IPS officer to become DG. And how can you compare so called direct entry officer to an IPS officer. I have seen many so called direct entry officers, who are not even competent to become a constable.

The Constabulary and Sub officers of all CAPF are happy to See only IPS as their senior as most of the directly recruited CAPF officers are parasite on their Jawans.

Actually IPS remain in the top managementof Central armed police forces(CAPF), and they intentionally plan so that CAPF officers are denied the benefits of promotion. Recently in 2015, Organised group A status was given to CAPF by the Delhi High Court, but the Home Ministry under the influence of IPS(as they command a major stake in the ministry) went to court against the order. The verdict of Delhi HC was upheld by Hon. Supreme Court on Feb 2019 and the Union cabinet issued an order to implement the judgement in July 2019. But the benefits have yet not reached the CAPF officers. The IPS association (which has beendeclared illegal by the court) is continuing to keep CAPF in tussles. The actual cause of stagnation in CAPF for all ranks starting from constable is caused by the IPS deputation itself.

Pse tell us ur contribution in improving the condition of SOs and their promotional aspects while in BSF. forces defense usually carry the load of state police to avoid legal controversies. His eliticism and utter disregard for principles of justice are worrisome given the fact that he sits in a responsible position at this moment. 1. How is he so sure about Mr. Vijay Kr, IG Kashmir’s innocence? He is disputing a formal message given by a Commanding Officer of CRPF who was present in the meeting, where Mr. Vijay Kr, had uttered the alleged insults against CRPF. So much for his sense of fairness and concern for National Security. It would be wiser for him to raise such delicate issues at appropriate level.
2. Mr. Abhinav, goes on to advice the DGs of the CAPFs, what he expects from them, so much for discipline.
3. Mr. Abhinav uses the term Demonstrated Superior Quality of IPS. Really? This is what the Britishers thought about Indians. They somehow wanted to stick to the power. He carries the same colonial mindset, which thinks that it is they who possess all the worldly wisdom. But it has now become clear that you don’t have any sense of shame for being a top brass of a highly degenerated and manipulative service profile. If you are so concerned about abiding so called law and order then how can you forget the fact that these forces were created for achievement of special objectives that is the very legal sanction they have received. Their work profile , structural command everything has a specific shade. That’s why these officers are trained in respective academies of their own forces. I read the article without reading the authors name initially. When I went through the article I could clearly sense a totally biased leaning towards the IPS. To clarify I believe IPS is one of the best services in AIS which helps in nation building. But when it comes to CAPF they have not proved their metal infact CAPF for them is a Boss posting since only ranks DIG and above are posted ( From Info I gather) They have no idea of the actual predicament of the Constabulary and Inspectors . It is high time to let CAPF choose their own leaders from their own. IPS if they want to command CAPF why dont they join as AC like th regular officers and understand the root of organisation. This person is disgruntled with early repartition from BSF. First of all look the miserable condition of state police who are most corrupted person. Another thing IPS are not required for law enforcement because these things can be managed by PPS officers which are equivalently or more professional than IPS. Another thing IPS are confused between centre posting or state so they are not able to perform as required. However in case of PPS officers they are totally engaged in law and order. There is also prestige issue with IPS that they will only want to meet only influencial person while this stigma is not attached with PPS. The IPS officers have spoiled their image everywhere themselves. They are burden on the CAPFs like parasites on another body. We can’t accept them anymore. Please spare our CAPFs for our own officers. It’s shame on Indian institutes if they could not produce able officers to run the forces by their cadre officers. Just try to appoint a DG from within each CAPFs and see the ability. We’re not less than the IPS in any way.
1. Calling out a Force outsider for his untoward, unjustified and unruly comments passed against one’s own force is neither a sign of disgruntlement, nor shows any lack of discipline or decorum. A soldier wears his heart on his sleeves and doesn’t mince his words. He doesn’t see himself as a civil servant following “proper channels” when it comes to voicing his force’s grievances and defending his force.
2. While painting a scandalous image of CAPF personnel funnelling money through NGOs to fight litigations and lobbying, one must also bring forth the facts about the hidden illegality of the famed IPS Association which has better resources at call and huge backing in the corridors of power. One must also put out the fact that CAPFs don’t have a Dispute resolution or appellate tribunal like most State police forces. So why is it that CAPF personnel litigating is to be looked down upon, when all that they have been litigating against is the enforcement of the honorable court’s orders passed in their favour. Such writing is outright obfuscation of the facts and hoodwinking the readers.

Citing the signal of CO 53Bn where he informs (not complaints) to his seniors in CRPF (all IPS officers, incidentally) of the uncalled and loose remarks by an outsider as “strange” will understandably come easy to the likes of those who don’t understand the ethos of being part of a Force and being a life-long soldier at heart. An insult to the Force is an insult to the himself, there’s no two ways a soldier would see this.
4. As far as finding militants and bringing them to justice in the Valley, the exploits of CRPF’s gallant Valley QAT are an eye-opener, let alone the achievements of other CAPF’s Valley-based units. Wounded pride is exactly what keeps alive the fire in a soldier.
5. Yes, the CAPFs have targeted IG Kashmir for being biased against CRPF. Whereas the mention in your article of the same accusation by CRPF against JK Police is totally false and an effort to plant seeds of discord among sister agencies. As to the argument of “constitutional imperatives of federalism”, the God-given mandate of the All India Services, and the “demonstrably superior quality of candidates” one need not search afar for similar reservations against it expressed by even the civil services like IRS, IPTAFS, ICAS, etc. All this is embodiment of the systemic rot in the bureaucracy and the hidden classism that propagates within. We would be highly indebted to you if you presented us with a single official GoI communication where the above cited demonstrable superior qualities are used to explicitly “reiterate the primacy of the IPS”. This primacy is a creature of your own mind.
7. It is right to say that the career prospects of the Inspectors and Sub-inspectors in CAPFs must be bettered. But the last time one checked, aren’t their career progressions better in CAPFs than in the state police? So isn’t it a prudent question to ask at this stage as to why the need to correct this anomaly in the CAPFs without first correcting it in the different state police which clearly have a larger number of affected Inspectors and Sub-inspectors. Moreover, without bettering the career prospects of the “2% personnel” (read officers), what is the practical and functional worth of adding the Inspectors and Sub-inspectors to officer rank? It will most certainly aggravate the already huge stagnation in the CAPF officer ranks. Then again, difficult to imagine coming up with genuine solutions when one is so disassociated from ground realities.
8. Your readers must realise that the zeal with which you defend your cadre is the same as that of the one which is on display by the officers of the various CAPFs. If we have the privilege of reading you, so should we be privileged to read the insights from the CAPFs.

What will you know about grass root operations and how things work at the battalion level which is headed by a co who is ranked below you ? Most of The Capf cadre officers come into the organisation at the rank of AC at the age of about 23-27 and spend their entire career in their respective organisation while you guys come and start framing rules for them during your few years vacation to these forces . Very interesting remarks but completely off the mark. First, let me make it clear what happens on the ground. In the valley, where ever there is an operational requirement, more so in the hinterland, J&K police is the one which provides the intelligence and SOG is doing a good job. After that what happens, CRPF comes and cut off the area. Invariably none of these gets in touch with the militants who are to be neutralised. Now, the Army will come and lay the inner cardon and engage the terrorists. So it is the Army which fires on the terrorist, lays the inner cardon. Terrorists also know that they have all the time until the Army engages them. Can the Army do anything without active support from SOG which provides the actual location of terrorist and gets into communication with terrorist relatives, to persuade them to surrender? No surrender happens and the Army has to kill them. Let us discuss the leadership issue. What is the functioning model of three? In the Army, young officers lead from the front, you will find and that is why you will find so many casualties. Once officers lead, Jawans can take the risk. How is the leadership in CRPF and J&K Police? At Battalion level in CRPF, no IPS officer is posted so they are not part of any action. If one has to earn respect, you have to be in the action. IPS officers do not do that job. Did you find any IPS officer dying in any operation? Not a single one.None of them is actually involved in any operation except to provide administrative arrangement . if they have to move, they will require QRT for their protection thus put additional load on the men power. What about CRPF? Junior leadership is by Inspectors, in any case, the model which has been adopted is such that CRPF and Police do not confront the terrorists rather terrorists confront them. Who does the dirty job for the nation? Army. If that is the situation where is the leadership in Police and CRPF. SOG is doing a good job but not because of officers but because of lower-level officers. Same applies for CRPF, officers do the administration and enjoy power and perks. Time has come when one has to change its model. CRPF is not to be led in police pattern. It should be lead in Army pattern and the same applies to BSF. All these CAPF wants to enjoy the perks and privileges of police but wants to be seen at par with Army so invariably you will find them putting on Army like a uniform. IPS do not have any business to be in CAPF and these forces should have Army leadership if they want to be seen as a real force.

I have known IGP Vijay Kumar as an outstanding officer who has courage to call a spade a spade. The remarks he made in a closed door meet should not have been leaked. Knowing his sincerity I have no doubt that his remarks were meant to achieve better results and not to denigrate a sister organisation.
It is sad that some vested interests by their utterances are damaging the synergy with which all forces have worked in J&K for decades. We are passing through challenging times.

This is an angry polemic that does not push the debate forward in any way. Fault finding without letting the readers know why the IPS Officers are better placed to lead the CAPFs indicate that the writer does not have an argument in favour of his own cadre. Changing the subject to Subordinate Officers only reinforces the paucity of positive points in favour of the IPS cadre.
The final straw is the bogeyman of superiority of the Civil Services intake. One exam, one time does not in anyway indicate or prove a lifetime of merit.

The writer should atleast once leave his hollow sense of superiority and instrospect the competency his own clan in CI/CT/ ANO role. He talks that national interest is greater than the interest of meagre number of CAPF officers . Agreed. But then the same applies to the IPS clan too. I don’t think Shri Abhinav IG has said anything which should hurt the ego of so called Direct entry officers. First of all you need to introspect yourself and how you treat your subordinates. Well I don’t think there is a difference between the exam of a SI and AC, yet a young boy joining as SI is treated as if he doesn’t know anything. Whereas, there is lot of difference between a civil services exam and AC exam and yet you want to compare yourself to IPS. Every individual who joins as AC is likely to be promoted by virtue of his joing date irrespective of his competency . In this regard I am of the opinion people shouldn’t be promoted after the rank of 2IC unless they clear an exam (staff course in armed forces) . As you have claimed how come an IPS officer can command armed forces, than you should also be ready to follow what they (armed forces)follow and not everyone becomes General. But you want to choose which suits you and will oppose what is against your thoughts and fantasies

And about promotion to next level in armed forces is concerned there are 3 types of promotion given in armed forces on competence , on area posting and lastly if both can’t be achieved than exams so that others can also became after a certain years in service

Officers of CAPF who are crying with pseudo names on social media about better rank and service conditions of IPS officers must be knowing this system when they joined the service. Every service from constable to DG has its role and job cut out. CAPFs are not army. They are not under ministry of defense. They are under home ministry so premier service of IPS has a natural role in their policy making & command posts. Cadre officers are still fighting for what they have been granted by Supreme court and GoI but it just a matter of time that even after OGAS status we are having IPS here, matter of time that organisation other than CIPSA are illegal, matter of time that sponsored comments are written in favor of wrong things. Anyways if an IPS wishes to head a force he should join directly as DAGO/Asstt. There have been numerous exapmles of IPS Officers with outstanding courage and valour but this writer does not seems to belong to that class given his blatantly abrasive state of mind and choice of words. As far as the superiority of IPS cadre officers go, it is clear visible. Just by passing one civil services exam they think of having a superior merit to all the officers of other organization. But the sad reality is that even after converting these Einsteins into officers, the state of our police is worst in the country. This officer above is talking about the state of inspectors and sub inspectors in the CAPF while clearing ignoring the much dreaded state of his own officers shows how much most of these “IPS” officers are living in a wonderland, just like Alice. Today if officers like ADG Sood are taking a stand and are not afraid of the lobby of these so called great IPS and IAS officers lobby, then i think our country is somewhere moving in the right direction. On one side there’s this officer who after serving valiantly for 35 yrs couldn’t become a DG even after having the courage, spirit, mindset and the utmost dream and on the other hand there’s these officers who become DG in 18yrs and are “excellently” leading our police force. Well an IPS officer doesn’t become DG in 18 years it takes 35 years of service for an IPS officer to become DG. And how can you compare so called direct entry officer to an IPS officer. I have seen many so called direct entry officers, who are not even competent to become a constable.
This kind of degeneration is to be discouraged, any service has certain internal rivalries, main ly rising in cadres & direct appointment via Service commission, UPSC etc…the Ministry concerned is to call for an enquiry, as the issue is concerned with respect to border areas of Kashmir…Serving or Retired officials have code on conduct which have to be followed, otherwise criminal case has to be booked and prosecuted to avoid demoralisation in areas like Kashmir, which is under transformation after many decades of instability & violence…

The Constabulary and Sub officers of all CAPF are happy to See only IPS as their senior as most of the directly recruited CAPF officers are parasite on their Jawans.
Most of the CAPF officers are biased with their men and not as dispassionate as IPS.
This so called Direct recruits of CAPF steal the good work of their sub Officers and claim they are operational experts.

They know that in the near future, they will have to leave CAPF and hence they are continuing their fight with unjustified claims. Clearly biased article where Mr. Abhinav Kumar is spreading lies about BSF officer. Actually IPS remain in the top managementof Central armed police forces(CAPF), and they intentionally plan so that CAPF officers are denied the benefits of promotion. Recently in 2015, Organised group A status was given to CAPF by the Delhi High Court, but the Home Ministry under the influence of IPS(as they command a major stake in the ministry) went to court against the order. The verdict of Delhi HC was upheld by Hon. Supreme Court on Feb 2019 and the Union cabinet issued an order to implement the judgement in July 2019. But the benefits have yet not reached the CAPF officers. The IPS association (which has beendeclared illegal by the court) is continuing to keep CAPF in tussles. The actual cause of stagnation in CAPF for all ranks starting from constable is caused by the IPS deputation itself.

The singular grudge that the IPS have about OGAS being granted to CAPF cadre officers is evident to even an uninitiated reader. His eliticism and utter disregard for principles of justice are worrisome given the fact that he sits in a responsible position at this moment. Some glaring misinformation and assumptions in the article are put out for the readers for scrunity
1. How is he so sure about Mr. Vijay Kr, IG Kashmir’s innocence? He is disputing a formal message given by a Commanding Officer of CRPF who was present in the meeting, where Mr. Vijay Kr, had uttered the alleged insults against CRPF. So much for his sense of fairness and concern for National Security. It would be wiser for him to raise such delicate issues at appropriate level.
2. Mr. Abhinav, goes on to advice the DGs of the CAPFs, what he expects from them, so much for discipline.
3. Mr. Abhinav uses the term Demonstrated Superior Quality of IPS. Really? This is what the Britishers thought about Indians. They somehow wanted to stick to the power. He carries the same colonial mindset, which thinks that it is they who possess all the worldly wisdom. Rest are just mindless minions who don’t have any rights and what more should dare have opinions.

If you are so concerned about abiding so called law and order then how can you forget the fact that these forces were created for achievement of special objectives that is the very legal sanction they have received. Their work profile , structural command everything has a specific shade. That’s why these officers are trained in respective academies of their own forces. You are selected via ( which you self proclaim to be demonstrably superior) a different exam, trained in a different academy on a different role with experience of a different workfront ,in what of your eligible senses do you confirm this to be in national interest.

I read the article without reading the authors name initially. When I went through the article I could clearly sense a totally biased leaning towards the IPS. To clarify I believe IPS is one of the best services in AIS which helps in nation building. But when it comes to CAPF they have not proved their metal infact CAPF for them is a Boss posting since only ranks DIG and above are posted ( From Info I gather) They have no idea of the actual predicament of the Constabulary and Inspectors . It is high time to let CAPF choose their own leaders from their own. IPS if they want to command CAPF why dont they join as AC like th regular officers and understand the root of organisation. A leader always leads by example. In this regard Indian Army has always held its standard till date. Colonels and Brigadiers actually go on ground for operations. This person is disgruntled with early repartition from BSF. First of all look the miserable condition of state police who are most corrupted person. Another thing IPS are not required for law enforcement because these things can be managed by PPS officers which are equivalently or more professional than IPS. Another thing IPS are confused between centre posting or state so they are not able to perform as required. However in case of PPS officers they are totally engaged in law and order. There is also prestige issue with IPS that they will only want to meet only influencial person while this stigma is not attached with PPS. So for better coordination only PPS and subordinate officer must be recruited. IPS must be disband for betterment of law and order.

The IPS officers have spoiled their image everywhere themselves. They are burden on the CAPFs like parasites on another body. We can’t accept them anymore. Please spare our CAPFs for our own officers. It’s shame on Indian institutes if they could not produce able officers to run the forces by their cadre officers. Just try to appoint a DG from within each CAPFs and see the ability. We’re not less than the IPS in any way.
1. Calling out a Force outsider for his untoward, unjustified and unruly comments passed against one’s own force is neither a sign of disgruntlement, nor shows any lack of discipline or decorum. A soldier wears his heart on his sleeves and doesn’t mince his words. He doesn’t see himself as a civil servant following “proper channels” when it comes to voicing his force’s grievances and defending his force.
2. While painting a scandalous image of CAPF personnel funnelling money through NGOs to fight litigations and lobbying, one must also bring forth the facts about the hidden illegality of the famed IPS Association which has better resources at call and huge backing in the corridors of power. One must also put out the fact that CAPFs don’t have a Dispute resolution or appellate tribunal like most State police forces. So why is it that CAPF personnel litigating is to be looked down upon, when all that they have been litigating against is the enforcement of the honorable court’s orders passed in their favour. Such writing is outright obfuscation of the facts and hoodwinking the readers.

Citing the signal of CO 53Bn where he informs (not complaints) to his seniors in CRPF (all IPS officers, incidentally) of the uncalled and loose remarks by an outsider as “strange” will understandably come easy to the likes of those who don’t understand the ethos of being part of a Force and being a life-long soldier at heart. An insult to the Force is an insult to the himself, there’s no two ways a soldier would see this.
4. As far as finding militants and bringing them to justice in the Valley, the exploits of CRPF’s gallant Valley QAT are an eye-opener, let alone the achievements of other CAPF’s Valley-based units. Wounded pride is exactly what keeps alive the fire in a soldier.
5. Yes, the CAPFs have targeted IG Kashmir for being biased against CRPF. Whereas the mention in your article of the same accusation by CRPF against JK Police is totally false and an effort to plant seeds of discord among sister agencies. Guess that sort of disciplined writing is in fashion nowadays.

As to the argument of “constitutional imperatives of federalism”, the God-given mandate of the All India Services, and the “demonstrably superior quality of candidates” one need not search afar for similar reservations against it expressed by even the civil services like IRS, IPTAFS, ICAS, etc. All this is embodiment of the systemic rot in the bureaucracy and the hidden classism that propagates within. We would be highly indebted to you if you presented us with a single official GoI communication where the above cited demonstrable superior qualities are used to explicitly “reiterate the primacy of the IPS”. This primacy is a creature of your own mind.
7. It is right to say that the career prospects of the Inspectors and Sub-inspectors in CAPFs must be bettered. But the last time one checked, aren’t their career progressions better in CAPFs than in the state police? So isn’t it a prudent question to ask at this stage as to why the need to correct this anomaly in the CAPFs without first correcting it in the different state police which clearly have a larger number of affected Inspectors and Sub-inspectors. Moreover, without bettering the career prospects of the “2% personnel” (read officers), what is the practical and functional worth of adding the Inspectors and Sub-inspectors to officer rank? It will most certainly aggravate the already huge stagnation in the CAPF officer ranks. Then again, difficult to imagine coming up with genuine solutions when one is so disassociated from ground realities.
8. Your readers must realise that the zeal with which you defend your cadre is the same as that of the one which is on display by the officers of the various CAPFs. If we have the privilege of reading you, so should we be privileged to read the insights from the CAPFs.

What will you know about grass root operations and how things work at the battalion level which is headed by a co who is ranked below you ? Most of The Capf cadre officers come into the organisation at the rank of AC at the age of about 23-27 and spend their entire career in their respective organisation while you guys come and start framing rules for them during your few years vacation to these forces . Very interesting remarks but completely off the mark. First, let me make it clear what happens on the ground. In the valley, where ever there is an operational requirement, more so in the hinterland, J&K police is the one which provides the intelligence and SOG is doing a good job. After that what happens, CRPF comes and cut off the area. Invariably none of these gets in touch with the militants who are to be neutralised. Now, the Army will come and lay the inner cardon and engage the terrorists. So it is the Army which fires on the terrorist, lays the inner cardon. Terrorists also know that they have all the time until the Army engages them. Can the Army do anything without active support from SOG which provides the actual location of terrorist and gets into communication with terrorist relatives, to persuade them to surrender? No surrender happens and the Army has to kill them. Let us discuss the leadership issue. What is the functioning model of three? In the Army, young officers lead from the front, you will find and that is why you will find so many casualties. Once officers lead, Jawans can take the risk. How is the leadership in CRPF and J&K Police? At Battalion level in CRPF, no IPS officer is posted so they are not part of any action. If one has to earn respect, you have to be in the action. IPS officers do not do that job. Did you find any IPS officer dying in any operation? Not a single one.None of them is actually involved in any operation except to provide administrative arrangement . if they have to move, they will require QRT for their protection thus put additional load on the men power. What about CRPF? Junior leadership is by Inspectors, in any case, the model which has been adopted is such that CRPF and Police do not confront the terrorists rather terrorists confront them. Who does the dirty job for the nation? Army. If that is the situation where is the leadership in Police and CRPF. SOG is doing a good job but not because of officers but because of lower-level officers. Same applies for CRPF, officers do the administration and enjoy power and perks. Time has come when one has to change its model. CRPF is not to be led in police pattern. It should be lead in Army pattern and the same applies to BSF. All these CAPF wants to enjoy the perks and privileges of police but wants to be seen at par with Army so invariably you will find them putting on Army like a uniform. IPS do not have any business to be in CAPF and these forces should have Army leadership if they want to be seen as a real force.

a compaign against poor and incompetent IPS leadership in CAPF.He is trying to justify immature, unwarranted and false remarks on role of CRPF by another IPS officer of his class who served in CRPF and still enjoying perks from CRPF.He is even trying to sabotage the chain of command by suggesting govt.to ignore CAPF officers for their legitimate dues and give preference to subordinates in CAPF. Another method to create division in rank and file.Officers of his class can stoop any low.
Who is the writer? An IPS Officer. Whose welfare he is talking about? Incompetent IPS officers want to continue and grab power in CAPFs. Whom is he defending? A batchmate of his from Academy.(who once said on social media platform to a lady officer ,Asst. Comdt. Rank from CRPF that his batchmate(Same IG Vijay Kumar ,who was then holding post of IG in CRPF) will make him understand better regarding IPS officers and rules and regulations).
Now lets throw any set of questions, who is holding all decision -policy making posts, who holds DG post,who holds powerful postings , w(yes the perks come as add on – Plush postings in NCR,AC rooms, So much of seva bhakti ,kittie parties and god knows what not)- Answer to these questions is again -IPS Officers….and yes they hold these post not on merit of their experience in the domain of border,internal security, VIP security …no no…thats a pathetic reason..they holds the post just because at an old age of 30 these oldies cracked an exam and just on that exam sake , claim to be superior. Yes an exam at 30 age ….make them all super god to claim post better deserving better understanding than cadre officers who when young command their men, rose to ranks, understand the problems but not rose too high just because these oldies come at top posts claiming to better knowledge than cadre officers on the basis of an exam at an age of 30.

Present recruitment rules were framed by IPS lobby so that CAPF cadre can be denied OGAS/NFFU in the absence of attributes but Justice prevailed at apex court and you were further exposed.
Your lobby was again exposed when Delhi High court denied to vacate stay on deputation of IPS (DIG/IG / ADG rank) but shamelessly your are still singing anthem of AIS without logic.
What Mr.Sood has said about Vijay Kr is absolutely right.The same officer Vijay Kr has always been found in inferiority complex, a less confident and egoistic IG and he himself claim everything is “out of control” (plz watch his viral video).Brave CAPF cadre from Jawan to officer will not accept any insulting remark on elite armed force of union.

I have known IGP Vijay Kumar as an outstanding officer who has courage to call a spade a spade. The remarks he made in a closed door meet should not have been leaked. Knowing his sincerity I have no doubt that his remarks were meant to achieve better results and not to denigrate a sister organisation.
It is sad that some vested interests by their utterances are damaging the synergy with which all forces have worked in J&K for decades. We are passing through challenging times.
Please end this futile debate in the interest of the nation.

लेखक के कथनी और करनी मे जमीन आसमान का अंतर है। केंद्रीय सशस्त्र पुलिस बन के इंस्पेक्टर और सब इंस्पेक्टर को मोहरा तो बनाना तो चाह रहे है लेकिन स्टेट पुलिस के इंस्पेक्टर और सब इंस्पेक्टर की दुर्दशा की कोई चिंता नही है लेखक को।
इंस्पेक्टर और सब इंस्पेक्टर की बात तो छोड़िए राज्य पुलिस सेवा से आये अधिकारियों (Dy SP) के प्रोन्नति के अवसरों का गला घोंट कर रखा है 1% आई पी एस बाबुओं ने। लेखक महोदय आप चिंता मत कीजिये बहुत जल्द ही राज्य पुलिस सेवा के अधिकारी भी आपके विरुद्ध युद्ध का आगाज करने वाले है, उधर भी सुगबुगाहट तेज है किंतु आपको अंदाजा नहीं है क्योंकि आप वास्तविकता से परे है।
समय बदल रहा है लेखक से निवेदन है कि अपनी मानसिकता बदले, कुंठा का शिकार मत बने, अन्य सेवा के अधिकारियों की कुर्बानी देकर अपनी महत्वाकांक्षा को साधने की पुरानी कला से बाहर निकलें।
एक बात और केंद्रीय सशस्त्र पुलिस बल के कैडर अधिकारी अपने जवानों अपने अधीनस्थ अधिकारियों की आपसे ज्यादा चिंता करते है, आप फुट डालने का कितना भी प्रयास कर ले सफल नहीं होंगे क्योंकि हम जमीन से जुड़े है, वातानुकूलित कमरे मे बैठकर टिप्पणी नहीं देते।
फुट डालो और राज करो की नीति से बाहर निकलिये, और हाँ पुनः निवेदन है कि स्पष्ट जरूर कीजिए किअपने कॉन्स्टेबल और हवलदार के प्रोन्नति के कितने अवसर रहने दिये है आपने? राज्य पुलिस मे भर्ती होने वाला कॉन्स्टेबल एस पी नही तो डी एस पी तो बन ही जाता होगा? इतना अवसर तो बना ही दिया होगा आपने??

This is an angry polemic that does not push the debate forward in any way. Fault finding without letting the readers know why the IPS Officers are better placed to lead the CAPFs indicate that the writer does not have an argument in favour of his own cadre. Changing the subject to Subordinate Officers only reinforces the paucity of positive points in favour of the IPS cadre.
The final straw is the bogeyman of superiority of the Civil Services intake. One exam, one time does not in anyway indicate or prove a lifetime of merit.
