The White House’s new National Security Strategy, written in bureaucratese as boring as President Biden’s worst speeches, doesn’t have a single headline-worthy point. And that’s just why it’s good. Large nations’ broad strategic policies must remain predictable. No point surprising friends or alarming adversaries. For big powers, boring is better.
