The White House’s new National Security Strategy, written in bureaucratese as boring as President Biden’s worst speeches, doesn’t have a single headline-worthy point. And that’s just why it’s good. Large nations’ broad strategic policies must remain predictable. No point surprising friends or alarming adversaries. For big powers, boring is better.

Here’s the hijab conundrum: If it’s declared essential religious practice, India sanctifies what Iranian women are fighting against. If choice, be sure many Hindus might respond with saffron scarves, headgear. Either call strengthens broader conservatism and communal segregation.
