The Government often complains India’s short of IAS officers—but this year’s intake is 180, unchanged since 2012. The reason’s simple. Guaranteed promotions mean every bureaucrat will one day get a senior position, however useless. Radical options, like mid-career culling, should be considered. India needs more administrators—but not more top-level bloat.
