With President Putin arriving in India shortly, Consulting Editor, Int and Strategic Affairs, Dr. Swasti Rao and Dr Victor Mizin, former Russian diplomat discuss the many dimensions of the Russia- India friendship in the era of global uncertainty and China factor. Dr. Mizin explains the importance of this relationship among the Russian strategic elite and Putin’s timely visit to boost the multidimensional relationship with India.
From 1978 to 2001, Dr. Victor Mizin was in diplomatic service at the Ministry of Foreign Affairs of the USSR and the Russian Federation. He was a participant in negotiations on arms reduction, non-proliferation of weapons of mass destruction and critical technologies, space policy, export control, and the situations in Iraq and the former Yugoslavia. He headed the related desks at the Russian Foreign Ministry, was the member of the Russian Mission to the UN in New York and an UNSCOM/UNMOVIC inspector. As a member of official delegations, he took part in bilateral and multilateral negotiations, in particular, on strategic offensive arms limitation and reduction, intermediate-range and shorter-range missiles (INF) and the Conference on Disarmament.
