Canada’s Foreign Minister Anita Anand to visit India, meet Jaishankar & Goyal as ties stabilise

Ottawa says the meeting comes as both countries are 'moving towards establishing a framework for strategic cooperation', while Canada seeks to de-risk its economy.

New Delhi: Canada’s Foreign Minister Anita Anand will travel to India on Monday to meet External Affairs Minister S. Jaishankar and Minister of Commerce and Industry Piyush Goyal, as ties between New Delhi and Ottawa continue to stabilise. For Ottawa, relations with New Delhi have gained importance, especially as its largest trading partner—the US—has upended the global trading order.

“During her visit to Delhi, India, Minister Anand will meet with Minister of External Affairs Subrahmanyam Jaishankar and Minister of Commerce and Industry Piyush Goyal, as both countries move toward establishing a framework for strategic cooperation on issues such as trade diversification, energy transformation and security,” Global Affairs Canada—Ottawa’s Ministry of Foreign Affairs—said in a statement Saturday.

Anand’s meeting with Jaishankar on Monday will be the second between the two in as many months. New Delhi and Ottawa have moved swiftly to stabilise ties following the resignation of former Canadian Prime Minister Justin Trudeau earlier this year and the assumption of premiership by Mark Carney.

Ties had cratered between the two countries in September 2023 after Trudeau accused the Indian government of having links to the killing of Hardeep Singh Nijjar. Nijjar, an Indian-designated terrorist, was killed outside a gurdwara in Surrey, British Columbia, in June 2023.

As Trudeau’s government stood its ground on its claims, the diplomatic relationship fractured. Ottawa pushed for a waiver of diplomatic immunity for six Indian diplomats, including former high commissioner Sanjay Kumar Verma, which led New Delhi to withdraw the personnel. In retaliation, India expelled six Canadian diplomats, including the then acting high commissioner Stewart Wheeler, in October last year.

In fact, the diplomatic rupture occurred almost exactly a year ago, to the date, coinciding with Anand’s meeting with Jaishankar on Monday. Canada further suspended negotiations for a trade deal with India in September 2023, despite both sides being close to an understanding.

In June 2025, the thaw in ties gathered pace after Prime Minister Narendra Modi met with Carney on the margins of the G7 summit in Canada’s Alberta province. The two leaders agreed to reinstate High Commissioners, which was announced in August. The Canadian High Commissioner to India, Christopher Cooter, presented his credentials to President Droupadi Murmu earlier this month.

For India, the continued presence of Sikh separatists in Canada has been a consistent irritant in ties. However, the Canadian government late last month designated the gang led by Lawrence Bishnoi—who is in jail in Gujarat—as a terrorist entity.

Furthermore, security cooperation between the two countries has resumed, with Canada’s National Security and Intelligence Adviser Nathalie G. Drouin meeting India’s National Security Adviser Ajit Doval in September.
