More than the middle class, which may be better educated, it is the poor whose lives are most impacted by the quality of governance – essential commodities, basic education and healthcare, safety. They will judge how much, in material, tangible terms, their lives have improved in the last five years. While psephology and data analytics, communication strategies, all have their place in an election, along with the hardy perennials of caste and identity, each election is a referendum on what the incumbent has delivered. If the target has been lowered from 350 to 230 already, with a year to go, that tells us something.
