Nobody forced Bose to resign. It was Gandhi who made Bose President unanimous in 1938 when Bose was still in exile in Austria.

The role of Working Committee is grossly misunderstood. Working Committee served just one year term and appointed by President. The real issue was that Bose wanted appoint his own loyalists who disliked Gandhi but had no courage to carry through and hence resigned.
