This could be put the other way round. It is corruption that causes public services to fail (this one and other services). In a poor country like India, health services should be treated as a high quality merit service. There is no socialism in that; it is the state’s social responsibility. How will the state generate funds for such service is something for experts to work out. But for this social responsibility to deliver, corruption has to go.
How can the scheme be treated as a failure when it us meant for

It’s highly regretted that after 70 years of independence, India is still struggling to provide basic amenities to its vulnerable populations…. It’s the failure of Nehruvian Model of Socialism that inspite of North India centric politics ruling India most of the times, that people are deprived of these facilities….. Privatization of Health and Education by the successive Khongress Govts over the years has made the vulnerable class at the mercy of God….. Any scheme implemented by Central Govt can be successful only with the help of implementing agency at the lowest level of bureaucracy…. Inefficient bureaucracy with the load of reservations at middle and lower level bound to fail any scheme howsoever with the good intentions of the Govt….. Another aspect of devaluation of moral values is depressing of middle level staff due to lower pay scales of implementing agencies (Field organisations as per Govt characteristics) in comparison to Policy Making agencies (Secretariat Services as per Govt characteristics) inspite of recommendations of last two successive Pay Commission reports to grant equal pay scales (at par) to these cadres ….. But the officers and staff sitting in Secretariat Services who themselves have to implement the pay commission recommendations never agreed to the proposal of Pay Commissions…..
Bihar, with 100 million people, has a per capita income of $ 560, it would be the world’s third poorest country. UP, 200 million people, $ 890. Fifth poorest. These are not the natural habitat of an insurance funded half a million a year private healthcare Mecca. The concepts could be on two separate planets.

Socialism always fails, government hospitals and ayushman Bharat are no exception. The only area where Socialism triumphs is in corruption.
