Implementation should also be required for downlevel who are actually struggling and fighting for our country. Their promotion, daily life style as well as their service dignity is actually as Labour because they are totally engaged in senior officer accomodation work and their offices. So now required to implement/alteration as revolutionary for our Sepoy service profile as well their welfare like promotion training and daily life cycle.
Cost cutting within the Army will hardly solve the Budgetory Constraints of Army because the problem lies somewhere else. There are white elephants who are the biggest liabilities on the exchequer; Ordnanace Factories, DRDO, large civilian work force in the MOD, a very large Defence Accounts Department, MES, Defence Estate Deptt,a very large CAPF under Home Ministry and huge loss of public money in the form of Bank NPAs are a few to name. In case of Armed Forces, the tail and the indirect support system has become bigger than the biting teeth and hence the problem. The financial problem is required to be addressed holistically so that required funds can be made available for the Army.

Excluding what may be served to civilian guests, an officer who consumes 16 or even 10 bottles of hard liquor in a month would find it difficult to report sober for work at 0700 hours each day. 2.
