Not everyone works in R&D where there can be noticeable difference between the capabilities and output of different people. Imagine a manufacturing line where lot of employees are handling the same kind of machines, or quality control department, where all employees are following the QC manual or procedures.
In such situations the slogan that rises is, “same work same pay” or something like that. Similar SEEMS to be the situation in the two types of policing jobs mentioned here. So should their salaries be the same?

Notice from the example of a manufacturing setup that I have given above, and especially when we talk of IPS which means we are talking of senior positions, the situation at hand is an amalgam of REPETITIVE work + R&D. Senior policing work often requires “analysis of crime” where the ANALYTICAL prowess of an officer becomes important.
Does a non-IPS officer has the same intelligence level as that of an IPS officer? Then why didn’t or couldn’t he crack the civil services exam? If a candidate has succeeded in a TOUGHER SELECTION PROCESS, then he is definitely more intelligent and has better awareness of the world around us. He is likely to be more capable of “working out a solution” in a crunch situation. We can say this as a thumb rule. There can be exceptions.
You are calling it a tougher exam , it’s merely writing some papers after mugging notes provided from different coaching centres , but reality comes when you start working on ground , one young Ast.
