Kerala to speed up file clearance through three-level Adalat system

Thiruvananthapuram, Jun 27 (PTI) Kerala Chief Minister Pinarayi Vijayan on Friday called for urgent preparations ahead of the upcoming File Adalat, a state-wide initiative aimed at clearing pending files and speeding up administrative decisions.

The directive was issued during a meeting of departmental secretaries convened in connection with the Adalat, which seeks to expedite decisions on unresolved files.

The Adalat, scheduled to run from July 1 to August 31, will function at three levels—the state Secretariat, department heads, and public-facing institutions, a release from the CMO stated.

Vijayan instructed department secretaries to hold meetings with senior officials and institution heads to provide clear directions and explain the action plan. He also asked them to visit the concerned offices in person to monitor progress on the ground.

The goal, he said, is to categorise and resolve files based on priority, ensuring that critical matters are not delayed.

“Preparations must begin immediately,” Vijayan said, stressing the need for efficiency and accountability across all departments.

He directed Chief Secretary A Jayathilak to review the progress of the adalat during the monthly meeting of secretaries.

All officers handling files within the Secretariat must be called for a meeting, and department secretaries should issue the necessary instructions. The Chief Secretary must also oversee this process.

“To enhance the efficiency of file resolution and improve data collection, the Chief Secretary must coordinate with the IT Department to develop a dedicated portal system. Ministers and the cabinet will periodically review the progress of the File Adalat. After the Adalat concludes, each department will conduct a review of the actions taken,” the release added.
