This is how a training panel for civil services will revamp HR practices in Modi govt

New Delhi: Evolving a harmonious de-siloed approach to improve capacity and build shared resources, preparing annual HR reports on the health of civil services and making recommendations on standardisation of training and capacity building — these are some of the ways in which a new central panel will seek to overhaul training and human resource practices in the civil services.

The Narendra Modi government has approved the formation of the Capacity Building Commission under the Karmayogi Scheme launched last year, according to a Ministry of Personnel, Public Grievances and Pensions order issued Thursday.

The panel, comprising one chairperson and two members, will supervise all existing training institutes of the government.

It “will have the responsibility of coordinating the preparation of annual capacity building plans, undertake monitoring and evaluation of plan implementation and facilitate creation of shared resources amongst Training Institutions imparting training to civil servants”, the order said.

According to sources, the chairperson and members of the commission could be retired officials from the government.

Key tasks for the panel

The commission will be responsible for chalking out the training plans — courses, subjects, material, resources, etc. — for the civil services, and will work in close coordination with the Prime Minister’s Human Resource Council (PMHRC) for the same.

One of the main tasks of the commission will be to develop an ecosystem wherein there exist no silos within the services — an ambition Prime Minister Narendra Modi has underscored on several occasions. For this, the panel will organise common training programmes, materials, among others.

It will also be tasked with the responsibility of facilitating the preparation of annual capacity building plans of departments, ministries and participating organisations and submit the collated plans for approval to the PMHRC. Thereafter, it will monitor and report the periodical progress of implementation.

The commission will also prepare an annual HR report on the health of civil services along with target achievement, and make it public with the approval of the Department of Personnel and Training.

According to sources, this report will entail detailed analysis on which services are becoming redundant, which need to be increased or reduced in capacity, the need for new services, if any, and the need to merge certain services.

The panel will also make recommendations on standardisation of training and capacity building, pedagogy and methodology including coordination with government training institutions to carry out research on competency framework, competency gap assessment etc.

Further, it will have complete functional supervision over all training institutions engaged in the imparting of training to civil servants, like the Lal Bahadur Shastri National Academy of Administration, National Police Academy and National Academy of Direct Taxes. Even the faculty of these institutions will be shared, and decided upon by this commission.
