Govt to form panels of retired IAS officers to probe complaints against serving ones

Committees to conduct departmental inquiries into complaints of corruption, disproportionate assets & violation of service rules that PMO & other ministries get through different channels.

New Delhi: The central government has invited applications from retired IAS officers to be part of committees that will conduct departmental inquiries into allegations against serving IAS officers, ThePrint has learnt.

These inquiry committees will probe complaints of corruption, disproportionate assets and violation of service rules that the Prime Minister’s Office and other ministries receive through different forms of communications and channels.

The committees will be formed by the Department of Personnel and Training (DoPT) and the retired civil servants who agree to come on board will serve as inquiry officers, according to a department circular dated 23 March, a copy of which is with ThePrint.

Retired IAS officers have been asked to send in their applications by 25 April.

A senior IAS officer serving in the central government said there will be an empanelment of retired civil servants for the committees.

“The interested retired officers of Indian Administrative Service, who are willing to be empanelled as Inquiry Officers, may check the eligibility as well as the terms and conditions of the appointment, ” the circular says.

Cases against officers 

Responding to a question in Lok Sabha in February 2022, Union Minister of State for DoPT and PMO Jitendra Singh had said that between 2011 and 2021, 662 chargesheets were filed by the Central Bureau of Investigation (CBI) in various courts against 805 higher officers under the jurisdiction of the Union government, including officers recruited through the Union Public Service Commission (UPSC).

“Chargesheets have been filed by the CBI in various courts against 96 such officers, including 55 officers still in service, in 84 cases during the period January 2018 to June, 2021,” Singh further said.

In the past six months, the CBI or the Enforcement Directorate (ED) have arrested at least seven IAS officers in connection with various corruption cases from a number of states including Chhattisgarh, Kerala, Punjab, Jharkhand and Haryana, said the IAS officer mentioned earlier.

“The government wants to have a clean bureaucracy. And there are instructions from the top to initiate inquiry in every complaint the concerned ministries and departments receive. For the work, the government wants to have a ready panel of retired and experienced officers who are willing to work as inquiry officers in relevant committees,” the officer added.
