Five times PM Modi emphasised on duties

26 November 2019: Modi was addressing a joint session of the Parliament on Constitution Day. He said, “Rights and responsibilities go hand-in-hand. Mahatma Gandhi had explained this relationship well … Let us think about how we can fulfill the duties enshrined in our Constitution.”

“Gandhi Ji said that we can only expect all rights when we perform our duties to perfection. Thus, according to the Father of the Nation, duties and rights were directly linked,” he added.

25 December 2019: Modi was in Lucknow to unveil a statue of former PM Atal Bihari Vajpayee on his birth anniversary. He slammed those who damaged public property during the CAA NRC protests in Uttar Pradesh. He said he wanted to tell those who damaged public property “not to forget that rights and duties go hand in hand”.

“They (the vandals) should ask themselves was it right. Whatever was torched, was it not of their child’s use? What has happened to those common people and policemen who got injured?” he asked.

20 January 2020: Modi interacted with students as part of ‘Pariksha Pe Charcha 2020’ at Talkatora Stadium, New Delhi. In response to questions by students on the balance between their rights and duties, Modi said that rights are embedded within duties.

“That rights and duties get spoken of together is itself a mistake. It implies that rights are one system and duties are another system. It is not like that. Everybody’s rights are embedded in our duties. If I carry out my duty as a teacher, then doesn’t it safeguard the rights of the students? …Then there will be no quarrel between rights and duties. Mahatma Gandhi used to say moolbhoot adhikar nahi hote hai, moolboot toh kartavya hote hai (rights are not fundamental, it is duty that is fundamental), and if we fulfill our duties honestly, no one will have to ask anything for their rights because their rights are protected in them,” he was quoted as saying.

He also told students to take up duties which will strengthen the country, and said, “Can we decide that by 2022, our families and we will buy locally for whatever we and our families need? We will only buy Make in India things…”

20 January 2022: Modi was speaking at the launch of ‘Azadi Ke Amrit Mahotsav se Swarnim Bharat Ke Ore’ programme. He said, “At the same time, we also have to admit that in the 75 years after Independence, a malaise has afflicted our society, our nation and all of us. It is that we turned away from our duties and did not give them primacy. In the last 75 years, we only kept talking about rights, fighting for rights and wasting our time. The issue of rights may be right to some extent in certain circumstances, but neglecting one’s duties completely has played a huge role in keeping India vulnerable.”

“India lost considerable time because duties were not accorded priority. We can make up for the gap which has been created due to primacy about rights while keeping duties at bay in these 75 years by discharging duties in the next 25 years.”

“All of you must spend your energy and time on awakening the sense of duty among the people. And organizations like Brahma Kumaris which have been following the path of duty for decades can do this. You are the people who are committed to duties and abide by duties. Therefore, it will be your best gift to the country during this Amrit Mahotsav of freedom if you can spread the sense of duty, the spirit with which you work in your organization, among the people, in the society and the nation.”

“If we can take the country forward on the path of duty together, then the evils prevailing in the society will also be banished and the country will also reach new heights. There will be no person who loves the land of India and who considers this land as mother who does not want to take the country to new heights, does not want to bring happiness in the lives of many people. Therefore, we will have to put emphasis on duties.”

15 August 2022: Modi was speaking at India’s Independence Day. He emphasized on

duties of the citizens, and said, “The government has its duties, like providing round-the-clock electricity but every citizen also should do his/her best to save power. If such a view is taken by citizens, then we can reach our goals sooner.”

He also described duties of citizens as one of the “Panch Pran” (five resolves) needed to fulfill the freedom fighters’ dreams for the country by 100 years of India’s independence in 2047. He added, “If everyone fulfils citizen duties, I am confident, desired results can be achieved ahead of time.”
