I think this is a bad decision by NITI AAYOG. The basic idea of civil service examination has more to do with hard work and patience. Not everyone in India has the exposure of how and when to actually start for the upsc preparation. Those who are privileged enough economically and their families, friends, teachers and relatives give them exposure n guidance start with their preparation at a very early stage in their lives, while the rest, majority of the youth start their preparations after graduation, like me. And honestly, unlike the kid who was trained to read particular newspapers and magazines since childhood, someone who has no clue of what to read and how to begin with it will take minimum 3years to prepare n masters so many subjects. Also with the recent trend of CSAT and increase in unpredictablity of change in pattern of questions asked, it takes a lot of time to develop a command of the core subjects and link stuffs in news with them. And we have such inequality in the education system. Those studying in state government schools under vernacular medium might face huge difficulties in their preparations. Generally they belong to lower middle class or even so poor to even imagine about such a preparation. Also, even if they prepare for upsc, their chances of selection are low as CSAT with maths and huge English paras throw a lot of challenges at them! So they again need more TIME to prepare for that apart from GS. Answer writing is a big challenge for them as many of them lack the ability to frame a proper sentence. And writing in vernacular is again an issue cause not much books or assistance provided for vernacular mediums. They take loans for graduation or higher education. They majorly have to take care of a big a family, so they go for a job. Again, TIME is gone. By the time he reaches 25 26 he starts thinking that s/he can start off now with upsc. Then 3 years anyways will be gone to master the subjects and current affairs….not less than 3, but definitely more as the person has to work hard not just for GS, answer writing but for Csat too…requires more TIME than a candidate who were trained since the schooling days of how to go about it and also has an English medium background…
So before taking away TIME, NITI AAYOG should concentrate on how to reduce INEQUALITIES in EDUCATION SYSTEM since childhood and demanding lateral entry later on (as that would again invite bunch of corporate folks receiving quality education and privileges from families, studied from abroad etc etc and reducing opportunities for indigenous students who worked so hard to achieve a seat in upsc, WHY NOT TRAIN AND SKILL THEM by these corporate folks and build “DOMAIN EXPERTS” rather than directly recruiting CEO’s of corporate world?? Give them the respect, they cleared UPSC, they deserve to participate in the highest level policy formulation posts!

A regular student from medical background completes its graduation in 5 years i.e., even if we assume that they started at the age of 18 then they will be completing their graduation by the time they are 23.
Likewise an engineering student would take 4 years, i.e 22.
Now, as we look at the trend these days, most people are coming from these backgrounds. And just because they were not sure of getting into civil services from starting, they choose science subjects.
Now, at this age of 21,22,23, maximum people are not even aware of the problems of the society. They look CS merely as a career or job.
I am not saying that its not a job. But look at it this way- there must be a difference between a person who is choosing CS as a career after graduation and after PhD.
So, by making 27 the maximum age for general, you are taking away the right of a PhD student to appear in CS exam. Because in India, a normal PhD student completes his course by the time he/she is 29 or 30.
Minimum age should be increased and so also the max age. No fresh candidate can serve better. Till today no officer is working properly. With lots of power ,rosy picture is being created. 5 year working experience may considered as eligibility.Drastic cahnge in Exam pattern is highly expected.

Since Independence, none of the person from This Valley, cracked UPSC exam.

Present Govt. is reducing the age of Civil services without any valid reason. Govt.will unnecessarily attract the controversy from opposition party. Do we really need 23 year old IAS officers who know nothing about this world?
For a change, the minimum age should be raised. Being an IAS isn’t easy. People fresh out of college should taste life first, then become IAS. Only then they will know the fundamental problems of our system.

Niti aayog vice chairman does he has came on merit who give comments like desi economists are better and so. Also concern of CEO niti aayog (ex-bureaucrats) is to get entry for his daughters into exams and through his connections they got entry into ivy leagues of India.
No need to lower the age of entry. Abolish the IAS altogether. It will improve governance and professionalism across the board.
