They all start well but get pushed into the self created image, either because of the pressure or the greed.
As long as i.a.s. officers are granted fixed period on a post with definite responsibilities and punishment in case of failure .they can not devote themselves to common masses.at present the system makes them servile to their political bosses who are many in number.they know that masss are at their mercy. This is the problems with IAS officers .in other words the politicians are responsible for inefficiency of IAS officers.
