UGC’s insistence on annual exams isn’t unreasonable. Two-third of universities have already conducted exams. Other students now want to be promoted just on the basis of internal grades. But Indian universities lack robust, round-the-year tests. The only way out is conducting some form of final assessment, if not formal exams.
